Assistant State's Attorney for Baltimore City 1969 - 1973
In September 1969, I was hired by Charles E. Moylan, Jr., the then State's Attorney of Baltimore City. Upon receiving the results of the Bar Examination, I was appointed an Assistant State's Attorney and I was assigned to the Circuit Court Division in December 1969. I served in that capacity until 1973. In 1970, I was named Chief Prosecutor and I was responsible for all the cases prosecuted in one of the seven Criminal Courts. In addition, for six months in 1972, I conducted a Grand Jury investigation of the Baltimore City Jail.

During the period from 1969 to 1973, I personally prosecuted over seventy capital offenses including over sixty murder cases and forty jury trials.

Assistant Public Defender for Baltimore City 1973 - 1978
In 1973, I was appointed an Assistant Public Defender for the City of Baltimore and I was assigned to represent individuals accused of stranger-to-stranger crimes of violence in the Circuit Court. I remained in that capacity until July 1978, when I ran for State's Attorney for Baltimore City. During that period, I defended individuals in capital cases and in over fifty jury trials.

Chief Counsel Attorney General Office State of Maryland 1979 -1981
In September 1979, I was appointed an Assistant Attorney General for the State of Maryland by the Honorable Stephen H. Sachs. From that date through my resignation in 1981, I served as the Chief Counsel of the newly-established Medicaid Fraud Control Unit. I was responsible for the investigation and prosecution of health-care providers in the State Medicaid System. As the Chief Counsel, I coordinated the activities of twenty-five investigators, accountants, auditors and prosecutors in the Unit and actively participated in the prosecution of physicians, dentists, nursing home owners, pharmacies and other providers guilty of fraud and/or other state violations.

As the first Chief Counsel of the Medicaid Fraud Control Unit, I initiated the use of computer programs to establish indicia of fraud, abuse and overutilization of the Medicaid Program.

Private Practice 1981-1985
As a solo practitioner, I concentrated on criminal investigations and the trial of cases but I also represented individuals in domestic, real estate and other civil matters.

Associate of Burke, Gerber, Wilen & Francomano 1985-1988
As a litigation specialist, I concentrated my energies on those individuals being investigated for criminal activities, particularly health-care providers, such as physicians, dentists, pharmacies, opticians and home-health care providers. This representation has included both pre and post-indictment advocacy and also hearings before professional disciplinary groups such as The Board of Dental Examiners, The Board of Physician Quality Assurance and the Board of Pharmacists.

From 1988 to the present
In July 1988, that firm was dissolved and I been a solo-practitioner with offices at 106 West Madison Street, Baltimore, Maryland 21201. The nature of my practice has changed somewhat in that in the past few years I have devoted more of my time to Federal Court and to District Court within the State. My practice is now probably evenly divided between civil and criminal matters.

Professional Activities


Since 1972, I have lectured and performed demonstrations at both the University of Maryland Law School and the University of Baltimore Law School as a guest speaker on evidence, criminal law and trial tactics. Similarly, I have participated as an instructor in training seminars for the State's Attorney's Office of Baltimore City, the Office of the Public Defender and the Office of the Attorney General. From 1979 - 1989, I was on the faculty of the Trial Advocacy Program of the Maryland Institute for Continuing Professional Education of Lawyers, Inc.
