Private Practice 1988-Present
Practice has evolved to include the representation of both civil and domestic matters.
Areas of expertise include criminal, health care, divorce, family and child custody and defense of physical and sexual child abuse charges.
Focus on litigation of disputes in Federal Court and District Court within the State.
Associate of Burke, Gerber, Wilen & Francomano 1985-1988
As a litigation specialist, represented individuals being investigated for criminal activities, particularly health-care providers, such as physicians, dentists, pharmacies, opticians and home-health care providers.
Representation included both pre and post-indictment advocacy as well as hearings before professional disciplinary groups such as The Board of Dental Examiners, The Board of Physician Quality Assurance and the Board of Pharmacists.
Firm dissolved, July 1988.
Private Practice 1981-1985
As a solo practitioner, concentrated on criminal investigations and the trial of cases.
Represented individuals in domestic, real estate and other civil matters.
Chief Counsel Attorney General Office State of Maryland 1979 -1981
Appointed an Assistant Attorney General for the State of Maryland by the Honorable Stephen H.Sachs.
Served as Chief Counsel of the newly-established Medicaid Fraud Control Unit.
Responsible for the investigation and prosecution of health-care providers in the State Medicaid System.
Coordinated the activities of twenty-five investigators, accountants, auditors and prosecutors in the Unit.
Actively participated in the prosecution of physicians, dentists, nursing home owners, pharmacies and other providers guilty of fraud and/or other state violations.
As the first Chief Counsel of the Medicaid Fraud Control Unit, initiated the use of computer programs to establish indicia of fraud, abuse and overutilization of the Medicaid Program.
Campaign for State’s Attorney for Baltimore City 1978-1979
Ran for State’s Attorney for Baltimore City against incumbent William Swisher and Attorney Dwight Petit.
Assistant Public Defender for Baltimore City 1973 - 1978
Appointed as an Assistant Public Defender for the City of Baltimore. Assigned to represent individuals accused of stranger-to-stranger crimes of violence in the Circuit Court.
Defended individuals in capital cases and in over fifty jury trials.
Assistant State's Attorney for Baltimore City 1969 - 1973
Hired by Charles E. Moylan, Jr., then State's Attorney of Baltimore. Appointed as an Assistant State's Attorney and assigned to the Circuit Court Division.
Named Chief Prosecutor in 1970, responsible for all cases prosecuted in one of the seven Criminal Courts.
In 1972, conducted a six-month Grand Jury investigation of the Baltimore City Jail.
Between 1969 to 1973, personally prosecuted over seventy capital offenses including over sixty murder cases and forty jury trials.

Professional Activities
Since 1972, Mr. Keating has lectured and performed demonstrations at both the University of Maryland Law School and the University of Baltimore Law School as a guest speaker on evidence, criminal law and trial tactics.
He has participated as an instructor in training seminars for the State's Attorney's Office of Baltimore City, the Office of the Public Defender and the Office of the Attorney General.
From 1979 - 1989, Mr. Keating was on the faculty of the Trial Advocacy Program of the Maryland Institute for Continuing Professional Education of Lawyers, Inc.
